KinzStyle Shop used to be only available if you purchased a real world item that came with a feature code. The code would you the option to purchases clothing in the shop.
Sometime it was changed to allow deluxe members to purchase the KinzStyle Shop and place it on your map.

The Kinzstyle Outlet is basically a Wshop for clothing, any one can purchase these items. Clothing used to be sold in the Wshop, though I don't know why they changed it. I do know that the Kinz Style Outlet has the clothing recipe machine.
